Greece launches the THORAX program, an advanced AI-driven defense and security system integrating real-time data analysis, MML, and AI to optimize national defense operations. With a €48.95 million investment, THORAX aims to revolutionize crisis management, inter-agency coordination, and rapid decision-making at the highest levels.
On March 24, 2025, the Greek Ministry of National Defense (ΥΠΕΘΑ) and the Ministry of Development and Investments (ΥΠΑΝΕ) signed a contract for the THORAX program, an innovative system integrating Artificial Intelligence (AI) and Machine-to-Machine Learning (MML) to enhance national defense and security operations.
What is the THORAX System?
THORAX, which stands for Trellis Holistic & Hybrid Operational Ruggedized Autonomous eXemplary, is a scalable, holistic, and hybrid operational system designed to improve processes related to security, defense, and crisis management.
The system will integrate advanced information networks based on AI and MML technologies, providing a comprehensive framework for data analysis and information dissemination. This integration aims to enable real-time decision-making, allowing for swift and immediate responses at the governmental level with the flexibility to adapt to emerging situations.
The contract for the THORAX program was signed by the Minister of National Defense, Nikos Dendias, and the Minister of Development, Takis Theodorikakos, during a special ceremony at the Ministry of Development. The event was attended by Deputy Minister of Development Stavros Kalafatis, General Secretaries Stellina Syarapi (Private Investments), Tasos Gaitanis (Research and Innovation), and Antonios Oikonomou (National Defense), as well as representatives from the contractors, Alexandros Bregiannis from NOVA and Alexandros Koutris from Cosmos Business Systems.
The development of the THORAX program will be funded with €48,950,000 from the Recovery and Resilience Facility. It is expected that multiple high-tech enterprises and research centers will collaborate to deliver a comprehensive, reliable, and scientifically grounded solution.

Minister Dendias emphasized the significance of the system, stating that it collects data from all available sensors, including radar, aerial, ground assets, UAVs, observatories, and electronic means, from various agencies such as the Armed Forces, Hellenic Police, Coast Guard, and Civil Protection. This data is categorized, prioritized, processed, and then presented to the appropriate decision-making body, incorporating advanced AI capabilities.
Minister Theodorikakos highlighted the patriotic value underpinning the initiative, noting that the best long-term and strategic defense is economic development, investments, job creation in border areas, and policies that address demographic challenges and reduce social and regional inequalities.
The THORAX program represents a significant technological advancement for Greece, aiming to strengthen national defense and security through the integration of cutting-edge AI and MML technologies.
